CUSTOMS INFORMATION – Saudi Arabia

We require consignee’s passport copy (photo page) and Saudi Resident Permit (Iqama) visa copy for customs clearance purposes. If the shipment includes motor vehicle, there will be 15% Duty + 5% Vat will be applied on shipment and car, cost of which will depend on the value of the car and the valuation during clearance. We also require Car title certificate and Original Car invoice. Vehicles more than 5 years old are not allowed to import into the Kingdom of Saudi Arabia.

  • 5% to 15% customs duty and 15% Vat is imposed on vehicles and value is assessed by the customs at the time of inspection.

Following documents must be available prior arrival of the shipment:

  1. Original Bill of Lading or Express Release of the shipment.
  2. Packing list
  3. Customer’s complete address and contact phone number in Saudi Arabia.
  4. Copy of passport & valid Saudi Resident Permit (Iqama) or Saudi National’s ID (Bataqa) of the consignee.
  5. Online authorization through fassah Saudi customs online portal (consignee has to do it by himself we shall only assist on it). (www.fasah.sa)
  6. Non palatalized penalty: (Minimum SAR 1000.00 (Dammam and Jeddah), SAR 1000.00 Riyadh)

The body of the B/L should show make/model of the car, color, correct chassis & engine number. This must be followed to prevent unnecessary delays at customs.

  1. Title Certificate / Car Registrations 
  2. Saudi Arabian Standard Organization (SASO) Conformity Certificate from the country of origin
  3. Police Clearance / de-registrations from the country of origin 
  4. Other proofs of ownership i.e. Purchase Invoice
  5. Vehicles over 5 years old are not allowed.
  6. Customs duty for cars 5 % + 15% Vat is based on customs final assessed value. 
  7. Expatriates are only allowed to bring-in one car & 7-seaters are not allowed.

As for Groupage – the shipment should be consigned to the person with a higher volume and the following documents are required:

  • Express BL copy
  • Passport Copy & KSA Iqama copy of the person the shipment is consigned to
  • copy of individual packing list
  • copy of combined packing list with combined total no. of packages
  • loading sequence
  • Individual delivery address and contact details

As for unaccompanied air freight, there is no duty involved however the UAE visa copy must be available at the time of clearance otherwise the shipment will not be released from customs. We need the following documents in advance:

  • MAWB copy
  • Copy of passport & valid Saudi Resident Permit (Iqama) Saudi National’s ID (Bataqa) of the consignee.
  • Packing List
  • Client’s delivery address and contact details

Customs Clearance period: Personal Effects only – 5 to 10 working days. Clearance will take whole day and delivery on the next day. We offer complete destination services such as Custom clearance and later transportation of personal effects to client’s residence, unload, and unpack, assembly of furniture & removal of debris. Please note that currently, only Port crew/staff are allowed inside the inspection area during inspection (loading/unloading of goods from/into the container), container will be handed over back to our crew after physical inspection. 

For unaccompanied air freight 5- 7 working days – delivery can be arranged during weekdays / working hours.

Shipment with motor vehicle: 5- 10 working days, direct delivery via towing truck (re-registration of the car has to be handled personally by client)

In order to provide us necessary documents required for customs clearance, consignee must be present in Saudi Arabia prior to the arrival of the shipment. 

  1.  Consignee must be holding a valid Saudi Resident Permit (Iqama). Shipment cannot be cleared by the customs for consignee who is not having a valid Saudi Resident Permit. Please do not consign the shipment in the name of a person who is on visitor’s visa in the Kingdom. 
  2.  The customs clearance process in Jeddah usually takes about two to four working weeks after we have received all the required documents. It is not unusual for the process to take slightly longer. 
  3. Personal effects shipments are subject to 100% physical inspection at the port and our personnel are not are not allowed in the port for inspection. 
  4.  All printed matters, books, photographs, audio & video cassettes, CD’s DVD’s computers are likely to be removed from the shipment for inspection by the Ministry of Information. 
  5. Items such as pornography, religious material, politically sensitive items and statuary will likely to be confiscated. There is no appeals process and no way for confiscated items to be returned. 
  6. 5% customs duty is imposed on used personal effects & 15% on New Furniture. The valuation will be determined by customs offices at the time of inspection. 
  7. Container detention and demurrage charges are common because of limited free time granted by the port and the steamship lines and because of the time that it takes for customs clearance. 
  8. 10 days free time is allowed at the port for customs clearance of the shipment starting from the discharge date of the vessel. After the elapse of 10 days free time, you are required to pay SR. 20.00 per ton per day (including total gross weight of the shipment plus tare weight of the container).

List of prohibited items

Drugs, games of chance including chess, dice, backgammon etc., weapons, firearms, )real or ornamental), fireworks etc, military uniforms & military equipment, alcoholic beverage & alcohol, cooking wine kit, narcotics, radio transmitter or communication equipment, statues, figurine, carving or object of human or animal form, pornographic materials, foodstuff, Christmas trees or decorations, all political literature & materials contrary to Islamic belief. 

Failure to adhere the above would be tantamount to delays, huge penalty or possibility of returning the shipment to Origin country and charges of which will have to be borne by the Shipper/owner of the shipment.
